Summary of the House Committee Version of the Bill

SB 238 -- DISABLED WINDSHIELD PLACARDS

SPONSOR:  Stouffer (St. Onge)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Transportation by a vote of 9 to 0.

Currently, disabled individuals must provide a new physician's
statement every four years but must renew their disabled
windshield placards every two years.  This bill changes the
renewal period for the placards from two to four years.  The bill
also allows the Director of the Department of Revenue to stagger
the requirement of a physician's statement on all renewals for
the initial implementation of a four-year placard.

The bill becomes effective January 1, 2008.

FISCAL NOTE:  No impact on state funds in FY 2008, FY 2009, and
FY 2010.

PROPONENTS:  Supporters say that the bill makes the requirement
more consistent and removes the fee for a permanent placard which
has been ruled unconstitutional.

Testifying for the bill was Senator Stouffer.

OPPONENTS:  There was no opposition voiced to the committee.
